A MAN from Lancashire has admitted his involvement in defrauding “vulnerable victims” in North Wales through two businesses across a six-year period.

Joseph Oliver, 33, of Westgate Road, Lytham St Annes, will be sentenced during the afternoon of Tuesday, July 16.

Last week, he pleaded guilty to the following fraud-related offences:

  • Between January 25, 2017 and May 31, 2020, was knowingly party to the carrying on of LJ Property Solutions Ltd for a fraudulent purpose - the dishonest obtaining of money from elderly/vulnerable customers under the guise that it was an honest, reputable and competent home improvement and repair business.
  • Between August 21, 2020 and June 4, 2023, was knowingly party to the carrying on of Windowseal Ltd for a fraudulent purpose - to defraud home owners by performing 'misdescribed', unnecessary, substandard, or incomplete property maintenance work.

Oliver is being prosecuted by Isle of Anglesey County Council.

A council spokesperson added: “The case includes more than 40 vulnerable victims across North Wales and North West Wales, with a total of more than £400,000 fraudulently obtained.”

His sentencing hearing will likely take place at Llandudno Magistrates’ Court instead of Caernarfon Crown Court, which is set to be closed at the time due to building works.
